The year 2015 was rocked by nationwide protests after the non – NET fellowships were taken back by the government due to the shortage of requisite funds. As per the new rule, the international students and retired professors won’t be able to get non – NET research scholarships which are meant for the PhD and MPhil programs.
A detailed notification in this regard was given out by the UGC (University Grants Commission).
As per the notification of the UGC, "The UGC has been receiving requests from various individuals regarding admissibility of the scheme of UGC non-NET fellowships to retired professors for doing MPhil/PhD programme as well to foreign/NRI/overseas students.It has been decided as a policy decision that retired professors and foreign students are not eligible to receive fellowship under the UGC scheme of non-NET fellowships."
As part of the fellowship, all the senior research fellows are offered a stipend of Rs 28,000 every month. Additionally, a 30% HRA (house rent allowance) and a contingency grants is also given. For the non – NET fellows, a monthly stipend of Rs. 8,000 is given for PhD and Rs. 5,000 for the MPhil courses.
For the junior fellows, the UGC offers Rs. 25,000 per month as the stipend along with a 30% HRA. The fellow is also eligible to get a contingency grant as part of the NET (National Eligibility Test) fellowship. This goes on for a period of 2 years.
The non – NET fellowships were discontinued in 2015 due to a shortage of funds.
