A hardcore decision
taken by University Grants Commission (UGC) as it will now disburse funds based
on research work undertaken by universities. This will affect the state
universities in Telangana as they are under financial crunch.
The decision was
taken after UGC looked into where its funds are utilized for research schemes
provided by commission in 2012. Further, it issued circular asking universities
to submit details of their research work and its impact. Till date Telangana
universities haven't submitted any details about their research work.
To stop the controversy, an official from the southern
regional office of UGC said that they are expecting to get the data by mid-January
as the universities are yet to submit their details.
The basic objective of collecting the data is to draw a map
for various research schemes by UGC for next 10 years. The circular also stated
that this data will also be helpful in finding loopholes between fund disbursement,
impact of research work, methods adopted for monitoring and frequency of
interface.
All the universities
are directed by the commission to provide details like grants allocated, grants
spent, research papers published, number of PhD and MPhil degrees awarded and
patents filed and approved during the 12th plan period. Further, an expert
committee has been constituted by UGC to discuss important issues and to give
suggestions about distribution of funds under research schemes.
